Baker & Miller PLLC Announces Two New Partners as Firm Reemphasizes Focus on Antitrust and International Roots
Baker & Miller PLLC is pleased to announce that effective January 1, 2024, Erin A. Glavich and Lucy S. Clippinger, both of whom are antitrust attorneys based in the firm’s Washington, D.C. office, will become partners. “We are thrilled to welcome Erin and Lucy as partners in this next stage of Baker & Miller,” said Todd Miller, the firm’s managing partner. “Their promotion befits their commitments to excellence in their legal work, to effective problem-solving, and to adding value when meeting our clients’ legal needs. We look forward to the continued progression of their careers.”
Also becoming effective January 1, 2024, Baker & Miller, originally founded in 1995 by Don Baker and Todd Miller, will reemphasize its focus on the firm’s core antitrust, international jurisdiction, and related practices by separating business operations from the firm’s Transportation Practice Group, led by Bill Mullins. Mr. Mullins and his colleagues will be practicing law as the “Mullins Law Group PLLC.” Separation of the practice groups was a mutual and amicable decision that will enable both firms to be more efficient and focused on best serving their clients in their respective areas of law. The two firms will continue to work together for their mutual clients and will collaborate on matters where antitrust and transportation regulation intersect.
In addition, Don Baker, former Assistant Attorney General in charge of the Antitrust Division of the Department of Justice, will become Founding Partner Emeritus, a role in which he will continue to consult as needed with Baker & Miller’s attorneys on matters of competition and international law. “It has been a great honor to work closely with Don for the last several decades,” said Todd Miller. “His undeniable knowledge and appreciation for the antitrust laws in the U.S. and abroad as well as his expertise on matters relating to international jurisdiction, sovereign immunity, arbitration, and appeals, have contributed to the firm’s pursuit of excellence in the practice of law in these areas. More importantly, Don’s warmth and generosity has formed the core of our firm culture and he will be able to continue to do so living nearby in Washington. Every attorney at our firm has greatly benefited from Don’s presence, and we will continue to seek his wisdom and insight in his new role.”
Additionally, Jesse Markham will move into a new role as Senior Counsel. Jesse has served as a partner in the Baker & Miller San Francisco office and was influential in the firm growing its west coast practice nearly a decade ago. Jesse will continue to be active in his practice and his bar-related activities.

Baker & Miller PLLC has been frequently engaged in matters that require substantial experience, knowledge, and judgment with regard to the U.S. and international application of competition laws, enforcement discretion and priorities, as well as international jurisdiction and sovereign immunity.
